ART 9. - PROCEEDURE AT MEETINGS
At any meeting of the National Executive Committee or any Annual General Meeting of the Guild or at any Extraordinary Meeting, the Chair will be taken by the National President. In the absence of the President the Chair shall be taken by the Vice-President and, in the absence of both, by such member of the National Executive Committee as may be agreed at the meeting.
- At any meeting of a Branch Executive Committee or at any Branch Annual General Meeting the Chair will be taken by the Chairperson of the Branch. In the absence of the Chairperson the Chair shall be taken by such a member of the Branch Executive Committee as may be agreed at the meeting.
- Any member may attend National Executive Committee meetings.
- The quorum at any meeting of the National Executive Committee shall be four members of the committee and at any meeting of a Branch Executive Committee the quorum shall be three members of the committee.
- Excepting amendments to the Constitution, as provided for in Article XII hereinafter, all motions and proposals put to any meeting of the Guild or of the Branches shall be decided by simple majority of the members present at the meeting. In the event of an equality of votes, the person holding the Chair at the meeting shall have a second or casting vote, except in the case provided for in Article IV, paragraph 5.
- The National Secretary and the Secretaries of the Branches shall keep records of the proceeding and the decisions taken at all meetings, and the National Secretary shall do so in the case of Extraordinary General Meetings.
